Never too young to love opera

Harry Rose writes opera reviews, critiques performances for the media and has devoted industry followers on Twitter ? and he's 14 years old.

Harry Rose is an opera fanatic: He writes reviews for popular industry sites, critiques performances for The Huffington Post, and sports an opera-related r?sum? that spills onto two pages. World-class singers follow him on Twitter, too. But he's never made it to a season opener at the New York Metropolitan Opera, something he says is a must for industry devotees.

"Not yet," Harry says, because "it's always on a school night."

Harry is 14 years old. In his three years since discovering his love for opera (his first visit was proposed by his grandfather), he's dealt with barriers that seem particularly unique to this period in his life: too much homework to blog about the most-recently released opera box set, parental credos on traveling solo to New York City from home in Connecticut, and pricey tickets that won't include a student discount until he enrolls in college.

"It's an expensive hobby," says Harry, whose blog (operateen.wordpress.com) and Twitter handle go by the moniker Opera Teen. "This blog is the closest thing I have to a job," a job he hopes one day will lead him to become the general manager at the Met.

In an industry commonly associated with a more ripened and wealthy audience, a baby-faced freshman in high school can stand out. In 2010 the average audience member at the Met was nearly 56 years old.

"I love passionate kids," says Marsha Drummond, director of education at the Met. Ms. Drummond runs a nationwide opera education program in 30 school districts, and says she definitely sees kids that are drawn to opera, especially the costumes and dancing. Often the youngsters who catch the opera bug are aspiring singers or actors, but Harry's more business-side aspirations are unique.

Harry says opera is actually perfect for people his age, and he encourages his friends to listen. "There are so many opera characters that are teens and young adults. I think it's because it's a very emotional time in your life and composers like to play into that," he says. If he were managing an opera house he would do more to make the environment inviting for youths, Harry says, like holding open houses where kids could go on stage.

"I think the biggest mistake [adults] make is telling kids opera is boring and uninteresting," but some new iteration of a show will finally appeal to them, he says. "Don't apologize."

Hong Kong sinking: Arrests, but no answers

Seven crew members were arrested Tuesday in relation to Monday's Hong Kong boat collision that killed 38. Though the causes of the incident remain unclear, it appears to have been related to human error. ?

Police arrested seven crew members from two boats that collided in?Hong?Kong?waters, killing 38 holiday revelers, but offered no explanation about how the vessels ran into each other on a clear night in one of the safest and most regulated waterways in Asia.

The Monday night crash was?Hong?Kong's?deadliest accident in more than 15 years and its worst maritime accident in more than 40. Some relatives of the dead went to the scene off?Hong?Kong?island's southwestern coast to toss spirit money in honor of the victims on Tuesday, while others waited at the morgue for news about loved ones.

Police Commissioner Tsang Wai-hung said six people were detained on suspicion of endangering passengers by operating their craft in an unsafe way. Police later announced a seventh arrest.

Tsang said both crews are suspected of having not "exercised the care required of them by law," but he did not elaborate.

A ferry collided with the Lamma IV, which is owned by the?Hong?Kong?Electric Co. and was taking more than 100 employees and their families to famed Victoria Harbor to watch a fireworks display in celebration of China's National Day and mid-autumn festival.

The government said 101 people were sent to hospitals, 66 were discharged, and four had serious injuries or were in critical condition.

The ferry was damaged but completed its journey, and some of its passengers were treated for injuries. Local TV later showed its bow chewed up and chunks missing.

Hong?Kong?and Kowloon (Ferry) Holdings Ltd., the ferry operator, did not return calls seeking comment.

The government said 28 bodies were recovered overnight, and eight more people were declared dead at hospitals. Two bodies found aboard the vessel Tuesday raised the death toll to 38, according to government statements. At least four of those killed were children.

Salvage crews raised the half-submerged Lamma IV using three crane barges.

At the same time, several dozen relatives of victims traveled by boat to take part in a traditional Chinese mourning ritual, praying alongside Taoist priests and tossing spirit money into the wind.

Survivors told local television stations that the power company boat started sinking rapidly after the 8:23 p.m. collision. One woman said she swallowed a lot of water as she swam back to shore. A man said he had been on board with his children and didn't know where they were. Neither gave their names.

Though there was no immediate word about how the collision occurred on?Hong?Kong's?tightly regulated waterways, it appeared human error was involved. Both vessels should have been illuminated by running lights when they crashed near Lamma island off the southwestern coast of?Hong?Kong?island.

Such large-scale accidents are rare for?Hong?Kong, a semiautonomous enclave off mainland China that has one of Asia's most advanced infrastructures and economies with first-rate public services. The accident is the deadliest to strike the territory since a 1996 high-rise fire that killed 41, and the deadliest ferry accident since 88 people died during a typhoon in 1971.

Pennsylvania judge blocks controversial voter ID law

But the court is still allowing officials to ask voters to show their ID this November ? even though those who don't have one will still be allowed to vote.

A Pennsylvania judge issued an injunction on Tuesday blocking the requirement that voters must present photo ID to have their ballots counted in the November election.

The case is being closely watched amid a raging partisan debate over voter ID laws nationwide. Republican-controlled legislatures in several states have passed such laws, citing the need to prevent election fraud and foster confidence in the election system. Democrats have opposed the efforts, accusing Republicans of trying to disenfranchise poor and elderly voters who may lack the funds, mobility, and time needed to obtain an accepted form of photo identification prior to the election.

The ruling was seen as a victory for Democrats, who say the poor and elderly are more likely to vote for President Obama.

Although the US Supreme Court upheld a similar photo ID law in Indiana in 2008, lower-court rulings have been mixed. Similar laws have been blocked in Missouri, Wisconsin, and Texas, while they have been upheld in Georgia and New Hampshire. South Carolina?s law is currently under review in federal court.

Commonwealth Court Judge Robert Simpson had earlier refused to block the Pennsylvania law, saying that despite testimony about logistical problems, long lines, and confusion among voters, he did not believe it would lead to voter disenfranchisement.

The judge said that any voters lacking proper ID would be given the opportunity to cast a provisional ballot that could be verified and counted within six days of the election.

Lawyers challenging the voter ID law appealed to the Pennsylvania Supreme Court. That court returned the case to Judge Simpson with instructions to take a closer look at the disenfranchisement issue.

Simpson said his injunction was tailored to address the portion of the new voter ID law that threatened to disenfranchise would-be voters. He noted that the law, which took effect March 14, had provided for a transition period that allowed voters to vote without presenting an ID during the Pennsylvania primary election.

China September official factory PMI ticks up; growth seen slow

BEIJING (Reuters) - China's economy offered more evidence of a seventh straight quarter of slowing growth on Monday, with an official survey of factory managers remaining in contractionary territory for a second successive month despite improving from August's low.

China's official factory purchasing managers' index rose to 49.8 in September from 49.2 in August, the National Bureau of Statistics said on Monday. August had marked the lowest reading since November 2011, as the world's second-biggest economy struggles against cooling exports, factory output and fixed asset investment.

"The data continues to reinforce the hard landing that we have predicted for China, because this is the second consecutive month of a sub-50 reading," said Prakash Sakpal of ING in Singapore, which forecasts Chinese economic growth will be close to 7 percent in both the third and fourth quarters of this year.

"September PMI readings are normally fairly strong and we don't see that this month is that much better than last month."

A sub-index for new orders crept back towards the 50-mark that separates expansion from contraction, hitting 49.8, its highest point since May, while the output sub-index also strengthened to 51.3.

"This was the major factor in the improvement in this month's index, illustrating a diminishing rate of slowdown in orders coming from factory customers," the statistics bureau said.

The overall reading for September's official PMI matched the prediction of economists polled this week by Reuters.

A private sector PMI survey published on Saturday by HSBC ticked up to 47.9 in September from a nine-month low of 47.6 in August, pointing to a month in which a slide in the rate of economic growth was halted but not reversed.

STEEL, METALS UNDER PRESSURE

Market demand for food, beverages, tobacco and computers all improved, but the demand for refined metals, steel and other building materials remained under pressure, the bureau said. That is consistent with a long slowdown in China's real estate sector following a credit crunch that has dragged on economic growth.

China's indebted state-owned steel mills have particularly suffered from the drop in demand for construction steel as well as weakness in demand for shipbuilding and automotive steel, where they had heavily invested in recent years.

China's annual economic growth could ease to 7.4 percent in the third quarter - the seventh consecutive quarter of slowdown, before picking up to 7.6 percent in the final three months, according to the latest Reuters poll.

China's central bank said on Tuesday that it will "fine tune" policy to cushion the economy against global risks while closely watching the possible impact from recent policy loosening in the United States and Europe.

The central bank cut interest rates twice in June and July and lowered banks' reserve requirement ratio (RRR) three times since late 2011 as part of efforts to support the economy.

But in recent weeks the bank has opted to pump short-term cash into money markets to ease credit strains, rather than take more substantial measures to loosen policy for fear of feeding upward pressure on property prices and inflation.

Analysts still expect further policy loosening, including cuts in RRR or even interest rates in the coming months.

In addition, the government has been fast tracking some infrastructure projects and quickening the payment of tax rebates to exporters.
